Yes typically the newer spinnaker will be used as the primary and an older one can be used as the spare in the event the primary one is damaged.

To avoid having each boat carry a whole arsenal of spinnakers. By limiting the boat to three class sails costs are kept down and fairness is kept as everyone is racing with the same equipment.
