The allure of racing in a low-key event like Jazz Cup is some of the owners feel by the time the NOOD's come along they will be worn out from a summer of racing every weekend and won't be up to an intense competition like the SF NOOD on the city front.
Polar Bear on the other hand is not going to race every weekend of the summer instead picking and chosing the best events which should include the SF NOOD.
